Heat oil in Dutch oven or large skillet over medium-high heat. Add ground beef (or turkey) and onion; cook 5 to 8 minutes or until meat is browned, stirring frequently. Drain; reduce heat to medium. Stir in onion, green pepper, tomatoes, macaroni, corn, chili powder, salt and pepper; cover. Cook 15 to 20 minutes or until macaroni is tender and flavors are blended, stirring occasionally.
